Setting this value greater than the current aclMacRuleVlanId2RangeEnd changes the Secondary VLAN ID range end to the same value as the range start. The Secondary VLAN ID field is defined as the 12-bit VLAN identifier in the second/inner 802.1Q tag header of a double VLAN tagged Ethernet frame.
