This attribute, if set to a value of allowed indicates that when a CUG index of 0 is signalled in a call request packet, the call is treated as a non-CUG call. If this attribute is set to a value of disallowed, then a CUG index of 0 is treated as an index, and an attempt is made to find the particular CUG corresponding with the DNA.
