The network prefix for ATM addresses which is in effect on the user-side of the ATM UNIT port. Network prefix is defined as the ATM address, not including the ESA and SEL portions. The meaningful portion of the OCTET STRING is size 8 if it is E.164, 13 if private. In the case of E.164 the remaining 5 octets are padded with zeros.
