The Node ID of the node which the local node believes should be or become the peer group leader. This is also the value the local node is currently advertising in the `Preferred Peer Group Leader Node ID' field of its nodal information group within the given peer group. If a Preferred PGL has not been chosen, this attribute's value is set to (all) zero(s).
