Determines which of 3 sets of formulas will be used for computing the amount of variable bandwidth to be allocated. Conservative allocates the full amount of variable bandwidth, Moderate allocates approximately half of the variable bandwidth, Liberal supports very aggressive allocation and should only be used with caution. Conservative is the default.
