Provides desired (and actual) state of the given controller module. The unknown state may be returned if the controller is not present or offline. A controller may be placed into the Primary state by writing a value of primary(3). Note that most implimentations will verify that only one controller is active; thus, setting this will automatically place all other controllers into the secondary state. A controller may be placed into the secondary state by writing a value of secondary(4). The system will ensure two modules are present and that the secondary is capable of entering the primary state.
